NCSC is offering you an exciting opportunity, working as an Associate Delivery Manager across a diverse range of NCSC teams. 

As an Associate Delivery Manager, you’ll  have the opportunity to work across a wide range of products and teams across the NCSC. You can expect to:
•    Work on a small or mature Agile team
•    Learn on the job
•    Potentially work alongside a Delivery Manager on a larger team, shadowing and providing support, or working to deliver an element under guidance and mentorship

What will the successful candidate be doing?

As an Associate Delivery Manager, you ‘ll:

•    Work at the heart of a team to provide direction, you'll support the team resolving issues effectively in an ever evolving environment to deliver  products and services in an iterative way 
•    Be accountable for delivery, motivating and supporting teams, and removing blockers 
•    Be part of a community which has a deep understanding of agile and lean practices and will support you to use your own judgement to decide on appropriate tools and techniques 
•    Be adept at delivering complex digital projects, breaking down barriers for  teams and planning - both at a higher level and getting into the detail when needed.
•     Be at the core of the decisions made by the team, you’ll support the team to engage, coordinate, and cooperate creating an environment where the team are excited about their work.
•    Join a well-motivated, dynamic multi-disciplined delivery team working to deliver on our commitments and roadmap.


Person Specification

You’ll need to be able to  demonstrate the following skills and experience:

•    Agile and Lean practices - Demonstrate experience in applying Agile principles in practice. You can provide a clear, open and transparent framework in which teams can deliver. You can show an awareness of Agile tools and are starting to use them intelligently. You can visualise and make visible the work of the team. (Skill level: working)
•    Commercial management -  Act as the point of contact for contracted suppliers. You can understand appropriate internal contacts and processes within a government department. You can understand how and when third parties should be brought into digital, data and technology (DDaT) projects. (Skill level: working)
•    Communicating between the technical and non-technical - You can communicate effectively with technical and non-technical stakeholders. You can support and host discussions within a multidisciplinary team, with potentially difficult dynamics. You can be an advocate for the team externally and can manage differing perspectives. (Skill level: working)
•    Financial management -  Understand the financial impact of the work you do and how cost and budgets are created. (Skill level: awareness)
•    Life cycle perspective -  Understand how the needs of the team and the product vary across the stages of the product life cycle. (Skill level: awareness)
•    Maintaining delivery momentum - You can actively address internal risks and issues and know when to escalate them. You can set the team cadence and tempo, ensuring it is sustainable. You can track, manage, escalate and communicate dependencies. You can actively remove or minimise risks, issues or dependencies where possible. You can understand how the risks, issues or dependencies impact the work of a team. (Skill level: working)
•    Making a process work - You can guide teams to focus on the output rather than the process. You can help teams find a process that works for them. You can support teams in establishing a process. (Skill level: working)
•    Planning - You can understand the importance of planning and forecasting. You can show an awareness of the different ways to develop a plan. (Skill level: awareness)
•    Team dynamics and collaboration - You can explain the importance of team dynamics, collaboration and empowering delivery teams. Youunderstand the importance of feedback. (Skill level: awareness)

GCHQ Competency Requirements

The NCSC will assess you against competencies used by the UK Intelligence Community. These competencies are based closely on the Civil Service Behaviours. The Level 3 competencies you’ll be assessed against are:

You’ll receive a starting salary of £39,166, for roles based in London, you’ll receive an additional £6,250 London allowance.

Selection Process

Before You Apply

To work at GCHQ, you need to be a British citizen or hold dual British nationality. You can read our full eligibility criteria here

This role requires the highest security clearance, known as Developed Vetting (DV). It’s something everyone in the UK Intelligence Community undertakes. You can find out more about the vetting process here

Please note we have a strict drugs policy, so once you start your application, you can’t take any recreational drugs and you’ll need to declare your previous drug usage at the relevant stage.

The role is based in Cheltenham, Central London, or  Central Manchester, so you’ll need to live within a commutable distance. Please consider any financial implications and practicalities before submitting an application, as we do not offer relocation costs.
