The National Cyber Security Centre (NCSC), part of GCHQ, is the UK Government’s lead authority on cyber security. The organisation is at the heart of the Government’s cyber security strategy and has the aim of making the UK the safest place to live and work online.
We are looking for a confident leader who will make a real impact on our external affairs priorities. The ideal candidate will lead a team that will successfully develop and implement comprehensive stakeholder engagement strategies that will help deliver the NCSC’s policy and communication priorities.
The NCSC Communications Directorate promotes and defends the NCSC’s activities, so this job requires a highly organised person, who can identify how the connections between NCSC media campaigns, events and future cyber innovations complement each other to form a compelling story about NCSC efforts to make the UK the safest place to live and work online.
The successful candidate will use their leadership communication skills to build effective and proactive relationships with key organisations to support the NCSC’s objectives. They will engage effectively with existing NCSC partners and create new connections with UK organisations within business, academia and the public sector.
What will the successful candidate be doing?
The successful candidate will lead a team that will develop and deliver innovative strategies and plans to engage key stakeholders and grab the attention of target audiences. As team leader, the candidate will also be responsible for the overall stakeholder engagement strategy, which will use the most effective methods and channels for communication based on stakeholder needs. They need to co-ordinate high-level stakeholder engagement and provide advice based on gathered intelligence.
The job demands experience in building good working relationships in pressured environments and for the post holder to be an enthusiastic team-player with a proactive and collaborative attitude. They will also need strong influencing skills and the ability to cut through a variety of competing priorities on high profile issues.
The successful candidate will proactively shape and communicate the narrative, aligned with a clear understanding of how to work with and influence stakeholders. They will be responsible for driving the delivery of the NCSC’s communication strategy through effective strategic planning and making the most of relationships with external organisations.
All of this will entail mapping and monitoring influential stakeholders, developing strategic communications plans, and managing NCSC’s speaking events i.e. briefing spokespeople, co-ordinating diaries, helping prepare presentations and Q&A, and post-event evaluation.
• Design and deliver communication strategies and campaigns to improve businesses’ understanding of the benefits of cyber security, the consequences of failing to invest in cyber resilience, and evaluate their impact.
• Support G6 team leader to devise overarching stakeholder communications and engagement strategies. Manage and monitor key products such as stakeholder maps and engagement plans, ensuring delivery matches strategic intent.
• Line manage one HEO / GC8.
• Work with colleagues across NCSC to produce briefings and communications material for key audiences, such as businesses and industry organisations, to promote better understanding of the benefits of cyber security, the consequences of failing to invest in cyber resilience, and evaluate their impact.
• Collaborate with teams within the NCSC Communications Directorate to ensure consistency of NCSC stakeholder engagement and to amplify key campaign messages through developing partnership working.
• Identify and map regional stakeholders, fostering productive relationships to share best practice advice and gather intelligence.
• Identify, co-ordinate and manage external NCSC speaking events, and to provide briefings for senior colleagues ahead of external speaking events and meetings.
• Horizon scan and plan announcements so that they are delivered in a coordinated and manner.
• Build relationships across NCSC, other government departments, agencies and stakeholders so that they can share forthcoming activity of interest to NCSC priorities.
• Manage the Programme stakeholder database and associated systems and processes to ensure accurate audience targeting and adherence to GDPR requirements.
The successful applicant will need to have experience of:
• Leading or managing delivery of multi-channel operational, project or stakeholder communications campaigns, including via email, newsletters, design and print, social media, online and engagement events/webinars.
• Creating or overseeing production of engaging written content including drafting, editing and proofreading, commissioning design, video and animation. Excellent writing, presentation, and interpersonal skills including written and verbal briefing skills. Monitoring and evaluating stakeholder communications activity.
• Devising and maintaining stakeholder communications products such as stakeholder maps, audience databases, and forward activity grids. Database management to drive marketing activity, including audience segmentation.
• Ability to communicate and influence with confidence whilst working under pressure on multiple projects and can deal with competing and changing priorities. build good working relationships and be an enthusiastic team-player with a proactive and collaborative attitude.

You’ll receive a starting salary of £57,570 plus an annual National Security Payment of £2,771, subject to mandatory training.
