The National Cyber Security Centre (NCSC) is seeking to recruit an experienced marketing and communications professional to shape the future of government communications on cyber security. This is a unique opportunity to develop your campaign skills working in an interesting and high-profile policy area.

The NCSC is the lead authority on cyber security in the UK, providing technical advice and support to individuals and organisations, with the aim of making the UK the safest place to live and do business online. NCSC’s headquarters is in London and its roots are in GCHQ’s world-class expertise in Cheltenham.

As Head of Campaigns for the NCSC you will play a leading role in creating the strategy and planning for all our campaigns work. This includes the development and delivery of a single cross-government campaign on cyber security to run from 2019-2021. You will need to build effective relationships and work as part of a virtual campaign team with colleagues from across government including the Home Office and Department for Digital, Culture, Media and Sport (DCMS) to design an effective campaign which will drive real behaviour change.

You will need to work with range of internal stakeholders to ensure the campaign reflects NCSC technical expertise and the latest threat intelligence. You will also play a key role in designing a new reactive strategy building on the NCSC’s expertise in responding to major cyber incidents to deliver in-the-moment advice to organisations and the public across a variety of channels and platforms.

You will support the development of a new partnerships strategy, leveraging strategic relationships across government and the wider public and private sector and identifying trusted, credible voices to amplify the campaign and assist government in designing solutions.

You will also oversee the application of findings from a major new insight study of individuals and organisations across the UK on their attitudes and behaviours on cyber security. You will help to implement a new segmentation model which will transform how the government thinks about different audiences and inform the future design of policy and communications.

You will be part of the wider NCSC communications team and will need to work with colleagues across digital, media, advice and guidance, strategic planning and internal communications to share insight, ensure campaign activity is joined up and that messaging is consistent.

The successful candidate will be a high-performing communications professional with a track record of developing insight-driven campaigns which deliver measurable results. You will have experience of managing external agencies and marketing budgets, as well as of delivering low-cost and no-cost campaigns. You will need to have strong influencing skills, the ability to manage competing demands and to advise the senior team and stakeholders across government on high-profile issues.

Key responsibilities:

• Leading the development of a single campaign strategy on cyber security for individuals and organisations, working with colleagues across government as part of a virtual team
• Developing high quality communication strategies and plans, that are based on insight and properly evaluated in line with GCS standards to ensure value for money
• Leading the implementation of campaigns activity, including procuring and managing external agencies to help deliver future campaign activity
• Oversight of marketing campaign spend and campaign performance, including responsibility for a shared budget and ensuring campaign spend delivers a measurable ROI
• Overseeing a major research study and development of new segmentation model on cyber security attitudes and behaviours being conducted by Ipsos MORI on behalf of the NCSC and Department for Digital, Culture, Media and Sport (DCMS)
• Developing a new cross-government partnerships strategy to influence a network of partners in supporting, amplifying and delivering messages from the campaign and assisting HMG in designing policy interventions that will drive behaviour change.

The successful applicant will need to have:

• A proven track record of delivering effective mass communications campaigns to the public or organisations, with expertise in marketing/ strategic communications
• Understanding and experience of delivering campaigns using a range of channels, including but not limited to digital, marketing, media, partnerships, events and branding
• Excellent understanding of Government Communication Service standards, including OASIS planning, evaluation, insight, internal comms, and how to apply these
• Awareness of behaviour change theory and communications best practice
• Excellent organisational skills, the ability to juggle multiple priorities and work under pressure to achieve results
• Excellent influencing skills and experience of building positive relationships and networks internally and externally with stakeholders, partners and colleagues
• A strong commercial awareness and experience of procuring and managing external contracts, such as advertising, media buying or partnership agencies
• Experience of using innovative and creative approaches to deliver results through both low-cost/no-cost activity and paid-for campaigns
• Ability to turn complex insights into clear communications strategies and engaging campaigns, with a keen awareness for risks and opportunities
• Ability to work collaboratively across departments to achieve results and build a high-performing virtual team.
