Short Summary
As Deputy Director for GCHQ’s IT Capability Group, you will lead a substantial part of our IT organisation through the transformation to a modern, digital platform provider. GCHQ provides IT capabilities for the whole of the UK intelligence community and beyond. With a major portfolio of products and services already on offer, you will motivate and inspire a large team to successfully support today’s mission, whilst rapidly adapting to take advantage of Cloud platforms.

Role
This is no ordinary IT department. As part of our senior team, you will be involved in the transformation of our nation’s unique intelligence capabilities for the digital age. You will enjoy a range of opportunities, from the familiar to the unusual, and will be operating across a global enterprise.

As an experienced and enthusiastic technology leader, you will be supporting a team who have been converging our IT and creating a brand-new organisation to build and support these vital capabilities. Our people are at the heart of this transformation and we are committed to providing them with rewarding and exciting careers. As we are a relatively new organisation, part of your remit will be to sustain and improve our levels of engagement as we chart the path towards a more digitally literate and distributed workforce.

You will be building on strong foundations and be working with a team who are embarked on a major transformational shift in our ways of working. There is plenty we’ve already achieved, with plenty more space to use your own ideas and experience to inspire our next generation of technology leaders

Responsibilities
Your responsibilities in this role include:

•    Leading and inspiring our Enabling Infrastructure Capability Group: a team of several hundred people, combining in-house teams and industry partners with a multi–million pound annual budget responsibility. You will have line management responsibility for an experienced senior management team and oversight of the groups they lead.
•    Setting out and delivering product roadmaps for a range of enterprise IT capabilities, aligned with our overall technology and transformation strategies.
•    Inspiring, engaging and developing our people, creating a culture which reflects the values and aspirations of the organisations we serve.
•    Delivering improvements to our efficiency and effectiveness through simplification and convergence of our capabilities and ways of working.
•    Managing and developing relationships with key industry partners, ensuring value for money and strategic alignment. Managing the quality and value of our contracts through life, working closely with our commercial, legal and finance teams.
•    Negotiating and delivering a complex, integrated portfolio of products and services for GCHQ and our major partners in the national security community
•    Securing a sustainable workforce, equipped with the skills and capacity to meet our missions’ needs now and in the future, whilst maintaining high levels of team engagement.

This covers the core responsibilities of the job- you will need to demonstrate experience across the breadth of this scope. We will also expect some responsibilities to shift and change as we evolve our organisation and senior leadership structures.

The successful applicant will need to have:
We’re looking for an experienced leader in the technology field. You’ll have a passion for technology, products and innovation and a drive to engage and inspire your team.  The ability to collaborate and partner across a range of organisations and capabilities is key.

You’ll also be confident working effectively with industry partners at a strategic level and have the commercial acumen to drive value for money from large, multi-year contracts.

Your people will look to you for clarity, energy and vision. You will be adept at turning complex strategies into outcomes that inspire and unite people. You’ll have a range of strategies for engaging and influencing stakeholders across the organisation, government and industry.
The job comes with considerable budget responsibility and you’ll need to have a good track record in financial management, budget planning and forecasting. You’ll be able to spot and reduce systemic risks to delivery and will have a track record of successful delivery in an enterprise IT environment. You’ll be comfortable understanding and counteracting IT security risks and working within a culture of strong corporate compliance.

Most importantly, you’ll care about how to maximise our mission impact and a determination to create the environment for our people to grow and adapt their skills. At GCHQ, we expect our leaders to strive to make the workplace a diverse and inclusive experience for all.

At GCHQ, diversity and inclusion are critical to our mission. To protect the UK, we need a truly diverse workforce that reflects the society we serve. This includes diversity in every sense of the word: those with different backgrounds, ethnicities, gender identities, sexual orientations, ways of thinking and those with disabilities or neurodiverse conditions. We therefore welcome and encourage applications from everyone, including those from groups that are under-represented in our workforce.

This is a stretching DD job which could be done in a range of ways. We are genuinely open to a range of diverse working patterns, job shares, compressed hours, splitting the role for the right candidate(s), or creating a team with complementary skills.  We would encourage candidates to talk to us in advance about this and be open about their offer in their application.

This role can be done from either a London or Cheltenham office base. The job will require weekly attendance in the office, and a willingness to undertake some travel across our sites as required. There will also be the opportunity for some work to be done remotely.
