The NCSC is recruiting experienced marketing and communications professionals to support the strategy, planning, implementation and evaluation for all our campaign work. This includes the development and delivery of a new phase of Cyber Aware -- the government’s national campaign on cyber security to 2021. You will need to build effective relationships and work as part of a virtual campaign team with colleagues from across government including the Home Office and Department for Digital, Culture, Media and Sport (DCMS) to design an effective campaign which will drive behaviour change.

THE ROLE

As Campaigns Officer, your role will be to shape the future of government campaigns on cyber security. This is a unique opportunity to develop your campaign skills working in an interesting and high-profile policy area.

You will need to work with range of internal stakeholders to ensure the campaign reflects NCSC technical expertise and the latest threat intelligence. You will also play a key role in helping to deliver a new reactive strategy, building on the NCSC’s expertise in responding to cyber incidents, to communicate in-the-moment advice to organisations and the public across a variety of channels and platforms.

You will support the development of a new strategy and delivery of campaign activity across above and below the line channels, including broadcast, PR, digital and social media platforms.

You will help leverage strategic relationships across government and the wider public and private sector and identifying trusted, credible voices to amplify the campaign and assist government in designing solutions.

You will support the commission, review and analysis of research to identify relevant insights that will shape the attitudes and behaviours towards cyber security across the UK. You will help to implement a new segmentation model which will transform how the government thinks about different audiences and inform the future design of policy and communications.

You will be part of the wider NCSC communications team and will need to work with colleagues across digital, media, advice and guidance, strategic planning and internal communications to share insight, ensure campaign activity is joined up and that messaging is consistent.

The successful candidate will be a high-performing communications professional with a track-record of developing insight driven campaigns which deliver measurable results. They will have experience of managing external agencies and marketing budgets, as well as of delivering low-cost and no-cost campaigns. They will need to have strong influencing skills, the ability to manage competing demands and to advise the senior team and stakeholders across government on high-profile issues.

Key responsibilities:

• Plan and deliver a single campaign strategy on cyber security for individuals and organisations, working with colleagues across government as part of a virtual team
• Develop insight-driven, audience-focused paid campaign activity that delivers value for money and measurable return on investment
• Review and analyse data to identify relevant insights that will help to shape campaign activity
• Plan and deliver campaign activity across above and below the line channels, including broadcast, PR, digital and social media platforms
• Manage agencies to deliver high quality, cost effective marketing activity to agreed timescales and organisational objectives
• Develop positive relationships with internal and external stakeholders to deliver communications through trusted intermediaries
• Support the delivery of a new cross-government partnerships strategy to influence a network of partners in supporting, amplifying and delivering messages from the campaign.
• Develop and deliver evaluation plans, in line with GCS standards, to assess impact and effectiveness of campaign activity, applying learnings to future activity.

REQUIREMENTS
The successful applicant will need to have:

• Experience of delivering communications campaigns to the public or organisations, with expertise in marketing/ communications.
• Understanding and experience of delivering campaigns using a range of channels, including but not limited to digital, marketing, media, partnerships, events and branding, internal comms
• Experience of campaign planning, turning complex insights into engaging campaigns, producing evaluation reports, and communicating learnings to a wide range of stakeholders
• Awareness of communications best practice
• Excellent organisational skills, the ability to juggle multiple priorities and work under pressure to achieve results
• Strong communication skills, both verbal and written
• Experience of building positive relationships internally and externally with stakeholders, partners, agencies and colleagues
• Experience of delivering campaigns through both low-cost/no-cost activity and paid-for campaigns
• Ability to work collaboratively to achieve results.

SALARY

Salary of £33,580 per annum
