Job Purpose

Provide project construction management for major refurbishments, medium to small upgrades, capital replacement works and minor works in co-ordination with the Building Services Manager (BSM), estates space planning team, department teams and sponsors within the UK estate.

Deputise for and assist the BSM in the management of the Operation and Maintenance Contract and the management of project consultants.

Direct line management of one project engineer.


Job Responsibilities

•    In co-ordination with the building services manager, liaise with the incumbent managed service provider, keeping track and regularly update the asset based forward maintenance plan in line with the CIBSE and SFG20 guidelines, updating future budget requirements and the projected 10-year plan.

•    Develop works specifications and scope of requirements to consultants to enable fee proposals to be submitted.

•    Ensure the Estates duties are kept up to date in relation to CDM (Construction Design Management Regulations).

•    Manage the project design consultants to ensure their programme of deliverables are met leaving sufficient time to enable the construction phase to be completed within the current financial year.

•    Manage and deliver all works required to deliver the portfolio and maintenance works allocated each financial year through the managed service provider.
•    Work as a team with the building services manager, project engineer, Health and safety advisor, individual department teams, sponsors, contractors, space planning team and design consultants to develop solutions and technical specifications that fully meet service requirements and all regulatory standards which represent the most cost-effective approach.

•    Co-ordination and production of business cases for Estate Services sponsored projects. Working with the procurement team to produce tender and contract documentation.

•    Initiate and co-ordinate planning applications and all necessary consents liaising and appointing an external planning consultant where required.

•    Undertake feasibility studies, scope of works and convert sponsor requirements into working specifications, produce project implementation plans and project programmes, manage project spend, co-ordinate project progress meetings and deliver project progress reports hold regular project update meetings with the building services manager and project engineer.

•    Manage the portfolio spending allocation and profile spend for all allocated portfolio and reactive remedial maintenance works, reforecasting and updating finance on a quarterly basis.


Professional/Specialist Skills

Essential

•    Experience in project and programme management and fully conversant with current Health & Safety and Environmental Legislation:
•    Background in building services/building construction and qualified in a related discipline:
o    BIFM
o    IET
o    IMECH or CIBSE Member
o    Level 3 (or equivalent) City & Guilds Electrical/Mechanical qualification, or demonstrable experience.
•    IT Literate


Preferable

•    Electrical Installation/Maintenance knowledge:
o    18th Edition IET qualified
•    Electrical Testing and Inspection knowledge including PAT testing experience:
o    Microsoft project
•    Fire Regulations Compliance:
o    NGC/Construction/Fire
